Dr. Dominguez is the main villain in Shadow of the Tomb Raider.
Lara first encounters Dr. Dominguez in Cozumel where he is searching for the Key of Chak Chel at a Dig Site right beside the town. When Lara gets to the Key, an ornate obsidian dagger, first, he faces her in the town square just before a Tsunami hits and blames her for starting The Cleansing, a Maya apocalypse.
Later in the game it becomes clear that by combining the Key of Chak Chel with the Silver Box of Ix Chel Dr. Dominguez is trying to "alter the course of humanity", which means that - given that he is affiliated with the shady Trinity organization - Lara has to try and stop him at any cost.
